Purpose: Lead and manage the procurement and contract management functions to ensure cost-effective sourcing, supplier management, and efficient contract administration that aligns with the organization’s objectives and compliance standards.
Key Responsibilities & Accountabilities
• Develop and implement procurement strategies that ensure the cost-effective and timely acquisition of goods and services to meet organizational needs. • Oversee the end-to-end procurement process, from vendor selection, negotiation, and contracting to purchase order management and delivery. • Establish and maintain strong relationships with suppliers, negotiating favourable terms, pricing, and service agreements to ensure optimal value. • Manage the contract lifecycle, including drafting, reviewing, negotiating, and administering contracts, ensuring compliance with legal and regulatory requirements. • Monitor and evaluate supplier performance, ensuring adherence to quality standards, delivery timelines, and contractual obligations. • Develop and enforce procurement policies, procedures, and best practices to drive efficiency, transparency, and compliance in the procurement process. • Collaborate with internal departments to understand their procurement needs, providing guidance and support in sourcing and vendor selection. • Lead the procurement team, providing training, mentorship, and performance management to build a high-performing function. • Conduct market research and analysis to identify trends, pricing structures, and potential suppliers, ensuring the organization remains competitive and well-informed. • Implement cost-saving initiatives, identify opportunities for process improvements, and drive continuous improvement in procurement and contract management activities. • Manage the procurement and contract management budget, ensuring effective use of resources and cost optimization. • Ensure compliance with relevant legal, ethical, and regulatory requirements in all procurement and contract activities, mitigating risks and ensuring accountability. • Support strategic projects, such as supplier consolidation, procurement system implementations, and contract negotiations, to drive business growth and efficiency.
Qualification & Education Requirements • Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related field; a Master’s degree or relevant certification (e.g., CPM, CIPS) is preferred. • 10+ years of experience in procurement and contract management, with at least 5 years in a leadership role. • Experience in managing procurement for large projects, preferably in the real estate, construction, or related industry.
Technical Competency • Pre – Contract Management: he ability to define procurement requirements, identify suitable vendors, manage the tender process, and ensure all pre-contractual activities align with the project and organizational objectives. • Contract Management – Purchase: Ability to negotiate, draft, and manage purchase-related contracts, focusing on cost estimation, vendor negotiations, and budget control. • Contract Management – Service: Ability to manage service-based contracts, emphasizing cost estimation, service mobilization, and ensuring alignment with project delivery timelines. • Post – Contract Management: Ability to manage the ongoing execution of contracts by monitoring vendor performance, resolving disputes, and amending contracts as necessary. • Compliance Management: Ensures adherence to statutory and legal requirements, including managing insurances, licenses, and other essential compliance activities.
